How is this different from a formal investigation?

Mediation is voluntary and focused on resolution, not on making findings of fact or determining fault. It's a different tool for a different kind of problem.

Is it confidential?

Yes. What's discussed in mediation isn't shared outside the process.

What if the other person doesn't want to take part?

Mediation only works with willing participation from both sides. This is usually discussed openly in the free initial consultation.
